Meet the PCLS Officers

Catherine Mish, City Attorney for Grand Rapids, Michigan
Chair

Catherine was appointed to the position of City Attorney by the Grand Rapids City Commission on May 6, 2008. Prior to her appointment, Catherine served as an Assistant City Attorney in the Grand Rapids Department of Law’s Civil Litigation Division, from 2002 – 2008. Prior to joining the City, Catherine served as a law clerk to the Honorable Michael R. Smolenski on the Michigan Court of Appeals, and to the Honorable Stephen J. Markman on the Michigan Supreme Court. Catherine also worked for the Grand Rapids law firm of Miller, Johnson, Snell & Cummiskey in their Litigation practice group.

In 2012, Catherine earned the designation of Certified Municipal Attorney through the MAMA’s Academy of Municipal Attorneys program.

Mary Joan Fales, Senior Assistant City Attorney for Ann Arbor, Michigan
Vice Chair

Mary Joan has served as an Asst. City Attorney for Ann Arbor since 1996. From 1991–1995, Mary Joan was the City Attorney for Monroe. Mary Joan’s area of concentration are include all aspects of real estate, including environmental and conservation and open space preservation, financial administration policies and procedures, procurement and corporate governance and emergency response planning.

Secretary/Treasurer

Michael J. Watza is Co-Chair of the Governmental and Commercial Litigation Practice Groups at Kitch. Michael’s areas of concentration include litigated, legislative and administrative solutions on behalf of municipal, non profit and private sector clients. Michael also serves as General Counsel to PROTEC and the Mobile Technology Association of Michigan,
