Focus: Two new bills would impact courts in Michigan
Last week two bills were introduced that would impact courts in Michigan. Both bills are before Senate Judiciary on Tuesday. SB 652 shifts the duties of the Court of Claims from Ingham Circuit Court to the Court of Appeals. The Court of Claims handles all claims against state government involving more than $1,000. According to the bill, the Supreme Court would assign four Court of Appeals judges from at least two of the four Court of Appeals districts to serve as on the Court of Claims. The second bill, SB 653, contains many of the recommendations suggested in the Judicial Resources Recommendations Report issued by SCAO earlier this year.

HB 4895 Increase penalty for concealment of a stolen vehicle with prior convictions;
HB 4896 Enact crime of receiving and concealing a motor vehicle, second or subsequent offense;
HB 4907 Provide for technical amendments;
HB 4908 Revise sentencing guidelines for certain arson violations;
SB 409 Include unlawful imprisonment as predicate offense for first degree murder;
SB 76 Prohibit loitering within 1,000 feet of day care center, and regulate certain other conduct in school safety zones;
SB 77 Enact sentencing guidelines for crime of registered sex offender loitering within 1,000 feet of a day care center.

HB 4893 Require certain notifications to recipients regarding expungement, limit maintenance of records to 10 years, and add certain individuals to the list of those who may receive the confidential record.
