Agenda:
SB674 Protect breastfeeding in public places as civil right;
HB4570 Expand eligibility to postpone jury service of students to include full-time higher education students under certain circumstances;
SB98 Provide compensation for wrongful imprisonment for crime;
SB705 Require recording of hearing involving minor to be maintained pursuant to supreme court rules;
HB5069 Provide exception to liability for damages if landlord enters premises if occupant is squatting;
HB5070 Provide for definition of squatter, and provide penalties for squatting on certain premises;
HB5071 Enact sentencing guidelines for crime of squatting;
And any other business properly before the committee.

SBM position on SB 98: Support with the recommended amendments: (1) Change the language found in Section 4(C) and Section 5(C) from “DNA or equally reliable scientific or physical evidence” to “DNA or other reliable evidence.”; (2) Remove the following language from the bill: “from which the plaintiff’s judgment of conviction was entered.”; (3) Addition of a section authorizing that persons who are released from prisons based on exoneration are eligible for all the services available to those persons who are paroled.

HB 5164 Campaign finance; advertising; issue advertisements; require disclosure. Amends 1976 PA 388 (MCL 169.201 - 169.282) by adding sec. 48.

SB 0705 Courts; records; recording of hearing involving minor; require to be maintained pursuant to supreme court rules. Amends sec. 17a, ch. XIIA of 1939 PA 288 (MCL 712A.17a).

SB 0714 Civil procedure; alternate dispute resolution; uniform collaborative law act; enact. Creates new act.

Oppose: SB 0661 Campaign finance; contributions and expenditures; general amendments; provide for. Amends secs. 33, 46, 52, 52a & 69 of 1976 PA 388 (MCL 169.233 et seq.).

The Prisons & Corrections Section submitted a public policy position report on the following items:
Support: HB 5078 Criminal procedure, sentencing guidelines. Criminal procedure; sentencing guidelines; sentencing guidelines commission; reestablish. Amends 1927 PA 175 (MCL 760.1 - 777.69) by adding secs. 32 & 33 to ch. IX.

Oppose and Amend: SB 0076 Criminal procedure; sex offender registration; loitering within 1,000 feet of day care center; prohibit, and regulate certain other conduct in school safety zones. Amends secs. 34 & 35 of 1994 PA 295 (MCL 28.734 & 28.735).

Oppose and Amend: SB 0077 Criminal procedure; sentencing guidelines; sentencing guidelines for crime of registered sex offender loitering within 1,000 feet of a day care center; enact. Amends sec. 11b, ch. XVII of 1927 PA 175 (MCL 777.11b).
